The "HUD Code"

After the 1976 HUD Code enactment, a "manufactured" home is still called a "mobile" home if, found in a park, is on wheels and axles, on a steel chassis, and it can be moved.

It is just a "manufactured" home if it is fixed to a permanent foundation (no longer "mobile"). In this case the wheels and axles are removed it is mounted on a permanent foundation. When such a "manufactured" home is inspected by the State it is converted into "permanent" real estate.
